• Columbia Housing will accept online pre-applications for the Housing Choice Voucher Program.

Applications are ONLY available electronically via the internet. The online pre-application and additional information are located at:

All completed applications will be accepted, however, only 3,000 pre-applications will be randomly selected using a computer generated lottery system.

The Housing Choice Voucher (HCV) Program provides housing assistance (in the form of a rental subsidy payment to private landlords), on the behalf of low-income individuals, families, seniors, and persons with disabilities, for housing units they have chosen in the private rental market. Program eligibility is based on household size and income, and the income limits for the program are below and are subject to change at any time.

• 1 Person - $24,150
• 2 Person - $27,600
• 3 Person - $31,050
• 4 Person - $34,450
• 5 Person - $37,250
• 6 Person - $40,000
• 7 Person - $42,750
• 8 Person - $45,500

Columbia Housing provide payments directly to participating property owners to offset the cost difference between tenant payments and unit rent. HCV Program applicants choose from a variety of housing options ranging from apartments, duplexes, and single-family homes to mobile homes, and town homes. Families with vouchers generally pay between 30 and 40 percent of their annual adjusted gross income for rent. Rent must be reasonable compared with similar unassisted units in the area, and the property must meet HUD's inspection standards established for the program.

Interested persons can access the online application from any computer, tablet, or smart phone. Free computer access is available at all branches of the Richland County Public Library System. Individuals can obtain a library card at no cost with a photo ID.
